Abstract

Agrookolišne mjere ruralnog razvoja čine skup dobrovoljnih aktivnosti koje se provode u svrhu poboljšanja te očuvanja okoliša i krajolika. Potpore za ovakav tip mjera zauzimaju značajan udio ukupnog proračuna Europske unije (EU), stoga se analizom sekundarnih izvora nastoje utvrditi učinci koje postižu, čimbenici koji utječu na njihovo usvajanje i ustanoviti promjene za buduće razdoblje 2021. – 2027. Ovisno o promatranoj regiji, analizom literature utvrđeno je da agrookolišne mjere doprinose očuvanju bioraznolikosti i zaštiti staništa; omogućavaju opstanak poljoprivrede u marginalnim ekstenzivnim područjima; zahtijevaju dodatno razmatranje kako bi se postigla bolja suradnja i prilagodba lokalnim specifičnostima. Prihvaćanje određenih mjera ovisi o financijskoj isplativost kao ključnom faktoru, intenzitetu složenosti mjera, dobi, stupnju obrazovanja i karakteristikama farmi. Agrookolišne mjere bazirane na rezultatima noviji su segment buduće poljoprivredne politike EU uz dodatna pojednostavljenja provedbe.

Abstract (english)

Agri-environmental measures of rural development are a set of voluntary activities carried out in order to improve and preserve the environment and landscape. Aid for this type of measure occupies a significant share of the total budget of the European Union (EU), so the analysis of secondary sources seeks to determine the effects they achieve, the factors influencing their adoption and identify changes for the future period 2021-2027. Depending on the observed region, the analysis of the literature found that agri-environmental measures contribute to the conservation of biodiversity and habitat protection; enable the survival of agriculture in marginal extensive areas; require further consideration to achieve better cooperation and adaptation to local specificities. Acceptance of certain measures depends on financial viability as a key factor, the intensity of the complexity of the measures, age, level of education and characteristics of the farms. Results-based agri-environmental measures are a newer segment of future EU agricultural policy with further simplifications of implementation.
