Abstract

Agrarna politika predstavlja ukupnu djelatnost nositelja ekonomske politike prema poljoprivredi. Donošenjem Sporazuma o poljoprivredi (1995.) u potpunosti se mijenjaju ciljevi, instrumenti i mjere agrarne politike. Osnovni cilj suvremenih agrarnih politika je dohodovni cilj, a primijenjene mjere i instrumenti ne smiju narušavati tržišnu ravnotežu. U radu se identificiraju ciljevi i instrumenti agrarnih politika Australije, Kanade te Zajedničke poljoprivredne politike EU, odnosno metode evaluacije agrarnih politika koje koriste OECD i EU. U radu je utvrđeno kako sve tri agrarne politike počivaju na suvremenim načelima, odnosno poticanje proizvodnje je zamijenila potpora dohotku, a u posljednjih nekoliko godina je sve važniji naglasak na očuvanje okoliša i prilagodbu klimatskim promjenama. Metodologija evaluacije koju primjenjuju EU i OECD se razlikuju. Evaluacija ZPP-a se razvija od početka 1990-ih te se danas temelji na Zajedničkom okviru za praćenje i evaluaciju koji sadrži 30 pitanja. S druge strane, OECD agrarne politike odabranih zemalja evaluira od 1998. godine, a evaluacija počiva na kvantitativnim pokazateljima koji su s početnih tri indikatora narasli na današnjih 10 nominalnih te 10 relativnih indikatora.

Abstract (english)

Agrarian policy represents the overall activity of economic policy makers towards agriculture. The adoption of the Agreement on Agriculture (1995.) completely changes the objectives, instruments and measures of agricultural policy. The main goal of modern agricultural policies is the income goal, and the applied measures and instruments must not disturb the market balance. The paper identifies the goals and instruments of agricultural policies of Australia, Canada and the Common Agricultural Policy of the EU, ie methods of evaluation of agricultural policies used by the OECD and the EU. The paper finds that all three agricultural policies are based on modern principles, ie the stimulation of production has been replaced by income support, and in recent years there has been an increasing emphasis on environmental protection and adaptation to climate change. The evaluation methodology applied by the EU and the OECD differs. The evaluation of the CAP has been evolving since the early 1990s and is today based on a Common Monitoring and Evaluation Framework containing 30 questions. On the other hand, the OECD has been evaluating the agricultural policies of selected countries since 1998, and the evaluation is based on quantitative indicators that have grown from the initial three indicators to today's 10 nominal and 10 relative indicators.
